All Financial Transactions under Samagra Shiksha are carried out through SNA (Single Nodal Accounts) using EAT Module of PFMS.
Utilization of fund
Funds are utilized as per the approved Plan of Action following due procedures and norms at various levels, viz. from the State to the SMC/SMDC level.
Timely collection of Utilization Certificates (UCs) from end users and submission to the appropriate authority is ensured.
Maintenance of Books of Accounts, records and expenditure details is carried out as per the Financial Management and Procurement (FMP) Manual of Samagra Shiksha
Reporting
Fund receipts and their utilization (both physical and financial) are updated regularly in the PRABANDH Portal of Samagra Shiksha.
Preparation and submission of the Annual Report and Audit Report for each financial year are ensured within the prescribed time limit.
Monitoring
Adoption of the SNA concept facilitates real-time monitoring of transactions and ensures timely utilization of funds. Further, this system promotes cashless transactions and maintains transparency of financial data.
Physical and financial progress up to the end level (viz. SMCs/SMDCs) is monitored through the PRABANDH Portal of Samagra Shiksha.
Audit
Internal Audit(on concurrent basis) is conducted quarterly/half yearly/ yearly basis at State, District, Sub-district level Offices including 5% Schools by engaging Qualified/ C&AG empanelled Chartered Accountants at State & District level.
Annual Audit is conducted at State, District, Sub-district level Offices including selected Schools (at school level) by engaging C&AG empanelled Chartered Accountants at State & District level.
Accordingly, Annual Audit Report is submitted to MoE, GOI every year.
Training
Trainings are imparted to the Accounts Staff on adoption of new financial architecture and procedures as and when introduced by the Government.
Trainings are imparted annually to the SMC/SMDC members on proper maintenance of accounts.
