Assam: School Education and Adolescent Wellbeing Project (ASAP)


A Project for Systemic Transformation of School Education

Background

The Government of Assam, with financial assistance from the World Bank (IBRD), is implementing the “Assam: School Education and Adolescent Wellbeing Project (ASAP)” through Samagra Shiksha Assam (SSA) under the Department of School Education.
This five-year initiative aims to bring comprehensive reforms to the school education system across the state.

Objectives

The main objective of ASAP is to improve the quality of school education in Assam through structural, academic, and governance reforms. A key focus is the development of Leader Schools as models of inclusive, technology-enabled, and student-centric learning environments.

Key Components

1. Improving Foundational Learning Outcomes

  • Strengthening Early Childhood Care and Education (ECCE) services through upgraded Anganwadi Centres (AWCs), integrated ECCE curriculum, teacher training, and parent/community engagement.
  • Enhancing early reading skills in primary grades with improved instructional practices, multilingual learning support, and parental involvement.
  • Establishing a reliable, digitally enabled classroom assessment system to track foundational literacy and numeracy progress.

2. Strengthening the School System Capabilities

  • Developing a state-wide school network strategy to expand access to secondary and senior secondary education.
  • Upgrading selected schools with modern infrastructure, STEM laboratories, digital classrooms, and disaster-resilient facilities.
  • Enhancing the Education Management Information System (EMIS) “Shiksha Setu” for data-driven planning, student tracking, teacher deployment, and climate risk monitoring.

3. Improving Wellbeing, Education, and Economic Pathways for Adolescents

  • Delivering life skills education on resilience, health, nutrition, digital and communication skills, and career aspirations for in-school and out-of-school adolescents.
  • Providing academic and career guidance through psychometric assessments, trained counsellors, and digital platforms.
  • Supporting out-of-school adolescents through bridge education, second-chance programs, and vocational training pathways.

4. Institutional Capacity Building and Project Management

  • Strengthening institutions such as the Directorate of Women and Child Development (DWCD) through a State Resource Centre, MIS integration, and research support.
  • Supporting project management, monitoring, evaluation, communication, and stakeholder engagement activities.

Stakeholder Engagement Plan (SEP)

Purpose

The Stakeholder Engagement Plan (SEP) has been prepared as part of ASAP to ensure open communication and participation from all stakeholders during the preparation and implementation of the project.

Objectives of SEP

The SEP will:

  1. Define a clear strategy for engaging with stakeholders.
  2. Ensure timely and transparent disclosure of project information.
  3. Provide platforms for consultation with different stakeholder groups, including Project Affected Parties (PAPs) and Other Interested Parties (OIPs).
  4. Establish a mechanism where stakeholders can raise concerns and give feedback.
  5. Minimize and address any environmental and social risks linked to the project.

Through this process, the project aims to build trust, encourage collaboration, and ensure that the benefits of ASAP reach all sections of society.
