Kasturba Gandhi Balika Vidyalaya Type-II & III

Kasturba Gandhi Balika Vidyalaya (KGBV) Scheme was launched by Government of India to make the education system more responsive to the needs of marginalised girls and to enhance their access and retention. Under the scheme, residential schools for girls at upper primary to Sr. Secondary levels were set up in the Educationally Backward Block (EBB)s, towns areas all over the country. The scheme provides education for girls in the age group of 10-18 years belonging to Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), Minority communities and children of families of Below Poverty Line (BPL). 

In Assam, KGBV scheme was introduced in the year 2007-2008. Since inception till the year 2022-23, altogether 81 nos. of KGBVs Type-II & III have been opened with a total coverage of 7688 Nos. of children in 80 EBBs and 1 town in 28 districts of Assam.

Types of KGBV:

• Type-II KGBV:  School with Hostel facilities.

• Classes from VI-X.
• Seat capacity: 100 in each.

Fourteen (14) numbers of Type-II KGBVs are made functional as per sanction.

• Type-III KGBV:
• School with Hostel facilities.
• Classes from VI-XII.\
• Seat capacity: 150 in each.

Sixty Seven (67) numbers of Type-III KGBVs are made functional as per sanction.

Coverage 2022-23:

• KGBV Type-II: All 14 KGBVs sanctioned already operationalized in ranted primases. At present a total of 978 children enrolled out of total seat capacity of 1400. In 5 KGBVs Class: IX started in the year 2022-23.

• KGBV Type-III: All 67 KGBVs sanctioned already operationalized out of which 57 KGBVs are in permanent building, 10 in ranted primases and 2 in rent free accomodation. At present a total of 6710 children enrolled out of  total seat capacity of 10050. In 57 KGBVs Class: XI started in the year 2022-23.

Selection of Children 

Eligibility criteria for enrolment:

At the primary level the emphasis is on the slightly older girls, who are out of school and were unable to complete primary schools (10+). However, in difficult areas (migratory populations, scattered habitations that do not qualify for primary /upper primary schools) younger girls can be targeted. At the upper primary level, emphasis is to enroll girls, especially adolescent girls who are unable to go to regular schools. The main thrust of the scheme is to provide access to disadvantaged sections of girls in EBBs, who have remained outside the educational system despite interventions of other government programmes, due to persistent socio economic, cultural and topographical reasons. 

Reservation policy:

In view of the targeted nature of the scheme, 75% of the enrolment would be for girls from SC, ST, OBC or minority communities, in such residential schools and only thereafter, 25% girls from families below the poverty line are admitted. Priority given to girls with special needs. Girls from Access-less habitations (non-availability of primary schooling facility within 1 km distance), and girls from villages where upper primary schooling facility is not available within 3 km distance.

Admission process: 

Admission starts before beginning of the new academic session. Admission  considered based on availability of seats. In case of number of girls found more than the capacity in KGBV the list of priority prepared and the second list covers as soon as seat available in KGBV.

Deciding the appropriate class:

Immediately after admission of girls in KGBV motivational activities conducts in small groups to assess  learning levels of girls to place them in the appropriate grades. Depending upon the competencies of the girls, they are enrolled in different classes. The girls, who require individual attention to reach up to the level of VI the standard, are given bridging programmes. 

Strategies for identification of Target Group of girls:

List of out of school/ dropout girls is prepared for the block. Meeting of School managing Committee organized and campaigning at village level conduct to motivate parents and create awareness within the community for promoting girls education; Door to door campaigns are held to contact parents of target group. Motivation camps are organized to convince the parents and family to bring girls to residential schools for continuing their education. 

Activities conducted in KGBVs

Martial Art (self defence) training for the Children by trained instructor.

• Specific  Skill Education like weaving, tailoring, knitting & embroidery, screen printing, doll making, portray, bamboo work etc. by engaging instructors.
• Computer Education for all children.
• The children also learn various co-curricular activities like song, dance, poetry, drama, games, drawing, painting, wall magazine,  kitchen gardening etc.
• Health Hygiene education like adolescent health hygiene including Menstrual Hygiene Management (MHM) education to all the learners of KGBVs.
• Regular health screening conducted in association with NHM/Health Deptt. As per need children were given medicines, vitamins-A and D, Iron and folic acid for girl children suffering from anaemia.
• Treatment any ailments, including malnutrition.
• Observance of National/International Day: Important National/International Day like Independence Day, World Environment Day, Teachers Day, Girls Childrens Day etc. observed with various competitions like essay, dance, quiz, art etc. 

 

• Evaluation of Learners done as per formal school system i.e. quarterly (four evaluation in a year). The course curriculum of formal Govt. School follows in KGBV.

• Necessary materials like Dress, Uniform, inner garments, shoes and socks, chappal, sports dress, dress of Martial Art, bedding materials  like bed sheet, pillow cover, chappal, toiletries, sanitary pads, note book, and other learning materials like- pen, pencil, geometry box, eraser, colour pencil, sharpener etc. were given to all the children of KGBV.
• Monitoring of all the KGBVs by SSA functionaries at the State, District and Block level apart from regular monitoring at KGBV level.
•  
• Parent Teacher Meet : Monthly parent teacher meet and different function, observation conducted where the  was organised in all the KGBVs.
• Construction of permanent building of KGBV: Construction of permanent building of 57 KGBVs has been completed. Out of remaining 24 KGBV construction of permanent building already sanctioned in 15 KGBVs. Balance 9 KGBVs proposed for construction of permanent building in the year 2023-24. List of KGBV

Some Innovative activities

Strategy to improve enrollment and attendance of Girl students:

1. Teacher in KGBV takes responsibilities of group of  girls children for intensive monitoring of girls in academic progress so that none of the student drop out due to less academic performance. During the vacationwhen children go to home the teache ofparticular grop make phome callto students and parents and take the status of the children. The group teacher also take information on the progress of academic taks given to children during vacation.Counselling with parents and necessery measure in case of any problem like- ilnesof children of any other family issues mayhve impacton the children undertaken by the teacher with the help ofBlock and district level officials. In case of major illness prompt necessary action taken by the District level and Block level officials by providing support for treatment.
2. The district Programme Officer developed a watsapp group for each KGBV teachers and the tutor for academic monitoring and support. They conducted regular discussions and review status of academic progress of the children. In case of less performance of any children reported by the tutor or teacher the DPO took steps for remedial measures by arranging remedialmeasures. This helped to know progress of the children on regular basis and ensure that none of the children deprive of facilities provided in KGBV. The District and Block level officials regularly conduct review with staff of KGBV. Apart from academic performance the status of health, psychosocial support also reviewed by the DPO for taking necessary steps in any difficult situation.
3. Immedieately after vacation the teacher, staff, block official district officials takes necessary steps for ensuring that the children attend KGBV within one week of the opening of KGBV. In case of non- attendance of children in KGBv after vacation the staff visits their home for counseling with parents to bring back the children to KGBV.
4. During the beginning of the academic session messive field visit undertake by Cluster Resource Centre Cocorinator, Block Resource Person, School Managing Committee of the locality along with teachers and staff of KGBV visits home of out of school girls children to motivate parents/guardins for enrollingtheir children in KGBV. The information and facilities available in KGBV discussed with parents/guardians and community for motivating out of school children.
5. Steps also undertaken for identification of out of school children who dropped out from school. The survey on identification of out of school children  is is done under initiative of Special Training Component, Samagra Shiksha. Measures taken for enrolment OOSC girls children in KGBV identified during survey.

 

Home visit during summer vacation

Home visit during vacations like- summer vacation, bihu vacation, puja vacation  by teachers undertaken by the steachers in KGBV to address the issue of drop out. This practice was initiated during long vaction of Covid-19 pandemic situation and as the practive found very beneficial the home visit by teacher during vactions continued. During home vist discussion with parents/guardian and other stke holder held to provide information regaring KGBV and enrolment of out of school children in KGBV also.

The major objective of home visit is -

•  

1. To know the status of study at home.
2. To motivate parents guardians to ensure regular study by their wards.
3. To ensure enhancement of academic performance of the children.

 

Voice  against Child Marriage

KGBV, South Salmara, S.S. Mankachar district undertook  massive campaign against child marriage as the practice of child marriage is more there which included-

• Week long programme of rally, postering, group discussion, media coverage in the entire block.
• Students & staff of South Salmara KGBV raised  voice against Child Marriage to create an impact on community.
• During campaign programme one girl student was rescued from  child marriage.

 

Mushroom Cultivation in K.G.B.V. Kokrajhar

An initiative for mushroom cultivation undertaken to promote skill development and self employment in 3 KGBVs (Kokrajhar, Gossaigaon and Kachugaon) in collaboration with Monalisha Society, Kokrajhar – an NGO.

 The NGO supported by providing training to children.

• Materials like paddy straw, seeds and other essential materials were made available in KGBV to facilitate  mushroom cultivation.

  Kitchen Garden in KGBVs

In each of the all 81 Type-Ii & II  KGBVs students with the guidance of the staff developed Kitchen garden in KGBV campus. This developed good habits of girls and the production of Kitchen garden added nutritious food items for them. As children came back to KGBV after long vacation due to COVID-19 pandemic situation they started to nurture the Kitchen garden  and developed  of engage in kitchen gardening and have successfully cultivated plants like maize, sesame, mustard, potato, spinach, papaya, mushroom etc.  It’s a great joy and a learning experience for the children when they see the fruits vegetables from their cultivation and their measurement and market value.

Kitchen Gardening and Crop plantation like maize, mustard, sesame are grown in, whereby students being from agricultural background relatively acquire the technique, starting from sowing harvesting and collection etc. which has also brought marketing concept and thus brought materials of use in school from the money earned from the plantation.

Students have tried their hands in products out of wastes available around then making ear rings, flowers, plastic mats with polythene etc.

Life Skill Education

Life Skill Education sessions once in a week is conducted in all the 67 number KGBVs in Assam and all the ten core life skills - Self-Awareness, Empathy, Effective Communication, Interpersonal Relationship, Critical Thinking, Creative Thinking, Decision Making, Problem Solving, coping with emotions & Managing stress are taught to children of KGBVs by trained teachers. New activities are practiced by children with the help of teachers. Life Skill Education will help the girls to face all the challenges of life and cope up with any situation with positive thinking.

Specific Skill Traimning  in KGBVs

Specific Skill Training  is basically consists of practical courses through which, all gains skills and experiences directly linked to a career in future allows students to be skilled offering better employment opportunities.

Skill training conducted during the period December-March  and is enlisted in the class routine without hindering the course of syllabus. Students try their hands in acquiring the various skills enthusiastically and readily participation with eagerness to know and learn.

Training in tailoring is greatly uplifted the skills of students, divided into groups with a leader, guided by a facilitator, time to time preparing the art of stitching, handling the sewing machine and lay fruitful outcome making salwar kurta, ladies wear, mekhela and look gorgeous wearing the dress in competition at school, block, district level and being appreciated which add to develop their skill whole heartedly.

Screen printing, Flower making, Pickle making, Teddy, Doggy, Cushion, Knitting, Embroidery goes on accordingly each students being the participant in groups, for different items and know all bits of information needed for the skills acquired.

Sewai (food item) making, Packeting  skills has really energies the desire to do a work and get the fruitful result, as each students got an opportunity to assess marketable skills from the school directly into the working world. As per need of a school infrastructure, the boundary wall around the school has allowed us to develop a nursery that has added to the scenic environment of the school having a congenial environment and thus arouse their (students) curiosity to know about ornamental plants, flowering fruit plants, seedless flower, fruits, how, when, where grows and learn the techniques of smoothly running a nursery for future self dependence.

Thus, gaining the skills, the students are developing opportunities for friendship, co-operation hand to hand for friendship, co-operation hand to hand value mobility and greater autonomy that may come with employment and strengthen their economic status and thus improving future job prospects.
