Shiksha Setu:

Shiksha Setu Application: Shiksha Setu was inaugurated by Hon’ble Chief Minister of Assam on 25th December 2022 to bring a radical change in the Department of School Education. Shiksha Setu is a mobile app as well as a web application used to track daily attendance of teachers and students, including staff of Samagra Shiksha, using artificial intelligence-based facial recognition technology. The app captures daily attendance with geo-fencing within 250 meters of the school premises with a time-stamp. The system consists of an online leave management system. The Shiksha Setu has analytics on teacher utilization, school amalgamation, predictive analysis of teacher retirements, etc. The Shiksha Setu received the Prime Minister’s Award for Excellence in Process Re-engineering in the year 2024. Shiksha Setu has also been awarded the National Award for e-Governance 2024 (Gold)

Assam is the only state in the entire country to implement such a real-time, robust system of capturing digital attendance with geo-fencing. The system has been able to remove the problem of proxy teachers, unauthorized absenteeism of teachers, and ghost students.

Shiksha Setu Axom is Assam’s flagship digital education platform, bringing students, teachers, schools, and government services onto a single technology-enabled ecosystem. By leveraging AI, real-time data, and digital workflows, it has significantly improved transparency, efficiency, and decision-making across the education sector.

  1. Enabled AI-powered attendance for over 50 lakh students and teachers, eliminating proxy attendance, reducing unauthorized absenteeism, improving punctuality, and providing real-time visibility into school attendance across the state.
  2. Created a unified digital registry of students, teachers, and schools, giving the Government access to accurate, real-time information for planning, monitoring, and policy formulation.
  3. Strengthened educational planning through predictive analytics by identifying potential student dropouts, optimizing teacher deployment, supporting recruitment planning, and enabling data-driven school amalgamation decisions.
  4. Improved resource utilization across the education system through teacher rationalization, school amalgamation, infrastructure mapping, and continuous monitoring of enrolment and attendance trends.
  5. Digitized key administrative services, including teacher leave management and student transfers, resulting in faster, transparent, paperless, and citizen-friendly service delivery. Over 21 lakh leave applications and 12 lakh student transfers have been processed digitally.
  6. Enabled large-scale academic interventions such as Teaching at the Right Level (TaRL) assessments and learning outcome tracking, helping administrators identify learning gaps and plan targeted support for students.
  7. Streamlined the implementation of welfare and service delivery programmes through accurate beneficiary identification and monitoring, ensuring efficient distribution of entitlements and educational support schemes.
  8. Introduced specialized digital modules such as Uniform Supplier Management, enabling end-to-end monitoring of procurement, allocation, distribution, and delivery of school uniforms across the state.
  9. Established a scalable digital governance framework that continues to support new initiatives and reforms, providing a strong foundation for future education transformation programmes across Assam.

Vidya Samiksha Kendra (VSK)

Vidya Samiksha Kendra serves as a Command & Control Centre to monitor activities aligned with the National Education Policy, 2020.

The Vidya Samiksha Kendra has been established on the premises of the State Mission Office, Samagra Shiksha Axom, and has been operational since 1st April, 2024. It consists of a 5-member Programme Monitoring Unit, a 13-member call centre, and a 10-member academic group for data-driven academic monitoring and a decision-support mechanism for the department. Its activities have focused on integrating education data, strengthening assessment implementation, enabling real-time monitoring, and ensuring that actionable insights reach both administrators and teachers in a usable format.

A major area of work has been the development of integrated dashboards through the Integrated Dashboard Platform (IDP), structured around the 6A framework of VSK: Attendance, Assessment, Accreditation, Adaptive Learning, Administration, and Artificial Intelligence. Through this platform, the state has monitored school, student, and teacher registry data, PAT and NIPUN assessment performance, APAAR ID generation, Tele-Education usage, Smart Class usage, and other academic monitoring indicators.

The dashboards provide state, district, block, and school-level visibility, enabling officials to identify gaps, review progress, and initiate follow-up action based on evidence. VSK has also supported the conduct and monitoring of Periodic Assessment Tests (PAT) through the SwiftChat platform. Teachers submitted student responses digitally, enabling faster consolidation and analysis of learning data across grades and subjects. PAT dashboards helped the state monitor school and student participation, assess grade-wise and subject-wise performance, identify low-performing learning outcomes, and prioritise schools requiring academic support. PAT June 2025 enabled large-scale monitoring across the state, while the PAT December 2025 dashboard further helped track readiness, participation, and gaps among schools and districts requiring targeted follow-up.

A key feature of VSK's work has been the conversion of assessment data into teacher-facing insights through PDF-based report cards. PAT progress report cards have been made available to teachers and Head Teachers through the SwiftChat application, providing school-level, class-wise, subject-wise, and learning outcome-wise performance information, along with comparison against district and state averages. Similarly, NIPUN progress report cards have provided Grade 1 and Grade 2 teachers with insights into foundational literacy and numeracy performance, mastery levels, learning outcome-wise scores, and students requiring additional support, helping teachers plan targeted remediation during classroom teaching and zero-period sessions. In addition to dashboard and report card dissemination, VSK has supported action-oriented follow-up through calling initiatives, usage monitoring, and automated communication. Call-based interventions have been used to improve PAT and NIPUN participation, support timely data submission, encourage schools to download and act upon PAT, NIPUN, and Gunotsav school and student-level report cards, and follow up on daily attendance, Smart Class usage, and TeleEducation usage. VSK has also enabled daily SMS alerts to HTs/HMs and district officials on Tele-Education and Smart Class usage, helping reinforce routine monitoring, timely corrective action, and district-level accountability.

Overall, VSK activities in Assam have helped establish a practical data-to-action ecosystem.
