Gunotsav - an initiative of Govt. of Assam for ensuring quality with learning outcome
Gunotsav is a quality enhancement initiative of the State for bringing about improvement in learning levels of students at Elementary level. Hon’ble Minister, Education, Assam has already announced the implementation of the programme in his budget speech. It aims to evaluate schools and students of schools in order to assess their performance and design strategies to bring about quality improvement in levels of learning as well as in the school environment. Assessment was done on four core areas viz Academic achievement of children of Class-2 to 8, Co-scholastic activities, Availability and Utilization of School Infrastructure and other facilities and Community Participation.
State Government has designated Sarba Siksha Abhiyan Mission, Assam (SSA) as the implementing agency of the programme. Accordingly, SSA has conducted the following activities for smooth implementation of the programme:
Besides one of the major task i.e development of evaluation tools of Gunotsav for assessment of student performance was done with the support of SCERT/DIET/ faculty of Colleges and School Teachers. Tools were also translation into various mediums.
The programme was conducted from 4th to 7th April, 2017. The whole State Govt machinery was involved in the programme. In the 1st phase, eight districts viz. Barpeta, Chirang, Dibrugarh, Hailakandi, Kamrup-Metro, Lakhimpur, Morigaon and Karbi Anglong ( West) were covered under the programme. Against a target of 12320 numbers of schools, total 12286 numbers of schools having Assamese, Bodo, Bengali, Hindi, English , Nepali, Garo & Manipuri were covered under the programme. Scholastic evaluation of total 715930 numbers of students from class 2 to 8 was conducted. Hon’ble Chief Minister, Hon’ble Ministers, MLAs, Class I & II officers including IAS, IPS, IFS, ACS officers of the state visited schools allotted to them as External Evaluators for the assessment. on 5th , 6th and 7th April, 2017. A total of 4319 External Evaluators visited the schools. The evaluation of scholastic, co-scholastic, infrastructure and other facilities and community participation was conducted in presence of the External Evaluators. The External Evaluators have put forth their major observations and recommendations which are being analysed for consideration for formulation of policy and designing effective strategy for improving quality elementary education.
The results were declared by the Hon’ble Minister, Education in the presence of Sr. Officers, Administrators, Academicians, officials of the Education Department, faculty of SCERT and DIETs, officers of SSA, RMSA etc. on 17th June, 2017.
The individual report card of each child and school report cards are being provided to schools. The reports have been shared with parents, SMC members and community members.
As per analysis of gaps in learning levels of students of classes-II to VIII, remedial teaching for C & D grade students on priority basis will be given for improving learning level.
