Utsav Vidyarambha, an enrolment drive programme is conducted every year with the help of local community, SMCs, MGs, Student Government etc during first week  of academic session with a view to enhance enrolment in schools and to ensure regular classes from the very first day of the session. School cleanliness activities, Out of school children free drive, community meeting, RTE awareness campaign etc are conducted in view of the programme.

With the enactment of the Right of Children to Free and Compulsory Education Act, 2009 (RTE) and the Act coming into force from 1st April, 2010 across the country and subsequently the State Rules 2011, state has to ensure enrolment of each child in the age group of 6-14 years in school, pupil-teacher-ratio, infrastructure facility and completion of elementary cycle with quality education. Every citizen of the society has the responsibility to ensure the same.Though Government has taken various initiatives for fulfillment of RTE requirement, there are so many schools where enrolment is poor and teachers are more. Moreover, in some Government and Provincialised Elementary schools the enrolment is declining day by day. It is essential to take special measures for increasing enrolment of the schools. To increase the number of enrolment in Gov./Prov. Schools, Govt. has taken initiative under UtsavVidyarmbha Programme to complete the  admission process of fresh children within 31st December and start new classes from the very beginning  of the academic session.

Series of activities performed by all Govt./Prov. Schools of the state during UtsavVidyarambha Programme which involve SMC meeting, community awareness, organise rally, enrolment of new children, declare of annual evaluation result, distribution of new books, School cleanliness, plantation, Illuminating /lighting earthen lamp/ candles in the school campus during 1st January, 2018, Felicitation of students (class wise) who had regularly attended the school during the academic year, 2017 and also felicitate to their parents etc. Rs 500/- were provided to all Govt. / Prov. Schools for organising different school level activities.This year the UtsavVidyarambha Programme was started on 16th November, 2017 with an newspaper advertisement in local newspapers and continued till 1st January, 2018.
